NFB Film Catalogue 76/77

I would love to know who designed this excellent NFB Catalogue cover. As Scott Hansen has pointed out, the tessellation has a movement that alludes nicely to the medium of film and given the context (this particular catalogue is for U.S audiences) the content is too perfect: the Canadian maple leaf (actually looks a lot like the Centennial Logo) becomes an American star, becomes a heart… awww, so sweet!
