While this may have been acquired in Dene territory, it was likely made in coastal Tlingit territory in Alaska (based on the sealskin). It’s hard to tell from the photograph, but it doesn’t look like it actually has a pouch – so it is more of a wall hanging in the shape of an octopus bag. It is also probably later than 1900 – closer to 1920-30.
